{"id":35054,"date":"2026-02-21T15:42:39","date_gmt":"2026-02-21T14:42:39","guid":{"rendered":"https:\/\/eurogip.fr\/?p=35054"},"modified":"2026-02-25T15:55:27","modified_gmt":"2026-02-25T14:55:27","slug":"france-ratification-of-convention-no-155-of-the-international-labor-organization","status":"publish","type":"post","link":"https:\/\/eurogip.fr\/en\/france-ratification-of-convention-no-155-of-the-international-labor-organization\/","title":{"rendered":"FRANCE: ratification of Convention No. 155 of the International Labor Organization"},"content":{"rendered":"<p><strong>On 16 February\u00a02026, France officially ratified <a href=\"https:\/\/normlex.ilo.org\/dyn\/nrmlx_fr\/f?p=NORMLEXPUB:12100:0::NO::P12100_INSTRUMENT_ID:312300\"><u>Convention No. 155 of the International Labor Organization (ILO)<\/u><\/a>.<\/strong><\/p>\n<p>On this occasion, the Minister of Labor, Jean-Pierre Farandou, stated on social media X: \u201cOccupational safety and health are universal principles.\u201d This convention will enter into force on 16 February 2027.<\/p>\n<hr \/>\n<h1><strong>Context of ratification<\/strong><\/h1>\n<p><b>Adopted in 1981, <\/b>this convention establishes standards to help governments prevent occupational accidents and diseases (OAD) and better understand issues related to occupational safety and health (OSH).<\/p>\n<p>At the 110th International Labor Conference held <strong>in 2022, the ILO established the principle of a \u201csafe and healthy working environment,\u201d enshrined in this convention, as a \u201cfundamental principle and right at work.\u201d<\/strong> Occupational health and safety thus joins the four fundamental principles already established, namely:<\/p>\n<ul>\n<li>freedom of association and the effective recognition of the right to collective bargaining;<\/li>\n<li>the elimination of all forms of forced or compulsory labor;<\/li>\n<li>the effective abolition of child labor;<\/li>\n<li>the elimination of discrimination in respect of employment and occupation.<\/li>\n<\/ul>\n<p>It is in this context that <b>on 22<\/b> <b>October 2025, the French Parliament authorized the ratification of this convention<\/b>. Indeed, following approval by the Senate in February 2025 and the National Assembly in October 2025, <strong>the French Parliament officially validated the bill authorizing its ratification. <\/strong>This commitment meets several objectives: it is consistent with the guidelines of the <a href=\"http:\/\/travail-emploi.gouv.fr\/les-plans-sante-au-travail-pst\" target=\"_blank\" rel=\"noopener\"><u>4<sup>th<\/sup> Occupational Health Plan (2021-2025)<\/u><\/a>; it harmonizes working conditions between states (<a href=\"https:\/\/travail-emploi.gouv.fr\/un-engagement-historique-pour-la-protection-des-travailleurs-apres-le-senat-le-13-fevrier-ladoption-par-lassemblee-nationale-du-projet-de-loi-autorisant-la-ratification-de-la-convention-ndeg155-de-loit-sur-la-securite-et-la-sante-des-travailleurs\"><u>source<\/u><\/a>); it meets the objective of ratifying all the fundamental ILO conventions (<a href=\"https:\/\/www.elysee.fr\/front\/pdf\/elysee-module-22876-fr.pdf\" target=\"_blank\" rel=\"noopener\"><u>source<\/u><\/a>) and \u201creaffirms France&#8217;s commitment to working at all levels to protect the health and safety of all workers\u201d (Jean-Pierre Farandou, Minister of Labor<i>).<\/i><\/p>\n<hr \/>\n<h1><strong>The effects of Convention No. 155 in France<\/strong><\/h1>\n<p>Overall, this text sets out the fundamental principles of a national occupational safety and health policy for governments and specifies the role of the various actors involved in risk prevention, such as employers, workers, and social partners.<\/p>\n<p>It should be noted that <strong>France already has standards similar to those contained in the convention.<\/strong> Thus, while its ratification does not create new rights for employees or new obligations for companies, it symbolizes France&#8217;s desire to align itself with international principles in order to create a common legal basis between states.<\/p>\n<p>Jean-No\u00ebl Barrot, Minister for Europe and Foreign Affairs, announced that \u201cFrance will promote this commitment at the World Social Summit and during the French Presidency of the G7 in 2026.\u201d<\/p>\n<p><a href=\"https:\/\/www.legifrance.gouv.fr\/jorf\/id\/JORFTEXT000052415520\" target=\"_blank\" rel=\"noopener\"><u>Law of October 22, 2025 authorizing the ratification of Convention No. 155 on the safety and health of workers (1981)<\/u><\/a><\/p>\n<p><a href=\"https:\/\/travail-emploi.gouv.fr\/un-engagement-historique-pour-la-protection-des-travailleurs-apres-le-senat-le-13-fevrier-ladoption-par-lassemblee-nationale-du-projet-de-loi-autorisant-la-ratification-de-la-convention-ndeg155-de-loit-sur-la-securite-et-la-sante-des-travailleurs\" target=\"_blank\" rel=\"noopener\"><u>Press release from the Ministry of Labor and Solidarity, 10\/21\/2025<\/u><\/a><\/p>\n<p><a href=\"https:\/\/www.editions-tissot.fr\/actualite\/sante-securite\/la-france-ratifie-la-convention-n-155-de-loit-sur-la-securite-et-la-sante-des-travailleurs\" target=\"_blank\" rel=\"noopener\"><u>France ratifies ILO Convention No. 155 on Occupational Safety and Health, article from Tissot Publishing<\/u><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>This agreement establishes standards to help governments prevent occupational accidents and diseases and better understand issues related to occupational safety and health.<\/p>\n","protected":false},"author":36,"featured_media":35051,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[909],"class_list":["post-35054","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-abroad"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.3 -
