The fourth meeting of ISO PC 283, “Occupational Health and Safety Management Systems”, took place from 21 to 25 September 2015 in the Geneva offices of the International Labour Organization (ILO). It brought together 91 experts – 59 participants, 15 observers and 17 liaison officers – from 40 countries. Note that the number of participant experts increased significantly, because for 25 of them this was their first participation. The main purpose of the ILO’s presence was to reach a result consistent with the future international standard ISO 450001 and international labour standards, and the guiding principles covering this question.

This meeting was able to supplement the work of the sub-groups which met in Dublin last July and finalize examination of the 2429 comments received. Among the resolutions adopted by ISO PC283, two decisions should be emphasized

  • the launch of the DIS (Draft International Standard) vote for the future ISO 45001 standard. This is an important step, because the draft standard will undergo a public enquiry (avec publication in the Official Journals), allowing everyone to read and comment on the document. In France, French standardization association AFNOR regularly receives requests for information or for participation in these works since they began in June 2013. A list has even been drawn up of interested parties (consultants, companies, academics, etc.), who will receive an alert message indicating to them the opening of the DIS enquiry. Many new comments will probably be expressed during this stage.
  • Creation of an ad hoc group to prepare a proposal for a new part of the ISO/IEC 17021 standard on “Conformity assessment –  Requirements for bodies providing audit and certification of management systems” concerning the competence of those persons performing the audit and certification of Occupational Health and Safety Management Systems. 

ISO PC283 and its working group WG1 are set to meet at the end of May or in early June 2016, while the publication of the ISO 45001 international standard is expected, according to the ISO, by October 2016.
