Four weeks of meetings, between June 2016 and February 2017, were needed to deal with the 3,000 comments made during the international enquiry on the draft ISO 45001 standard on Occupational Health and Safety Management Systems. The enquiry had been closed in May 2016 on a negative vote.

The last meeting of ISO/PC 283 working group 1, held in Vienna from 6 to 10 February in the presence of about sixty experts, made it possible to finalize the long process to reach a document that could be re-submitted for consultation. The draft, more complete and consensual, underwent numerous amendments. The annex containing guidelines and interpretations was completely revised and gained in maturity.

After proofreading a last few times, in the next few days the PC 283 secretariat will send the document to the ISO central secretariat for a further international enquiry to be initiated.

A further meeting of ISO/PC 283 is already scheduled from 18 to 23 September 2017 to study the replies and discuss the new comments expressed by the 65 participant countries and the 19 liaison members. Bear in mind that the publication of this standard depends on obtaining a positive vote for this DIS2, which means that a two-thirds majority of the votes expressed by the committee members (P) must approve the draft and that the number of negative votes must not exceed 25% of the total number of votes expressed. The first DIS vote met the first condition, but 28% of negative votes weighed in favour of rejecting the draft.

In the event of a positive vote, publication of the future ISO 45001 standard, initially planned for the end of 2016, is expected in November 2017 for the most optimistic observers, but will more likely be effective from March 2018.

AUSTRIA: More accidents at work and on the way to work in 2023

According to data published by the Austrian Social insurance for occupational injuries (AUVA) in mid-June, 145,748 claims were registered last year, broken down as follows 29,866 accidents (at work and and students), 13,062 commuting accidents and 2,820 cases of occupational diseases. While the number of accidents (at work and on the way to work) has increased, the number of occupational diseases has decreased compared to 2022.

GERMANY: in 2023, the number of fatal accidents at work and commuting accidents was lower than ever before

The number of accidents at work in 2023 to declare was lower than in 2019: 783,426 compared with 871,547. This is a record number if we exclude the years 2020 to 2022, which were heavily influenced by the Covid-19 pandemic. The number of fatal accidents at work and on the way to work was also at an all-time low, and the number of occupational diseases reported and recognised fell sharply.

DENMARK: faster processing of workers’ compensation claims

New rules, which come into force on 1 July, are designed to give victims of accidents at work a quicker response to their claim for compensation. From now on, employers, doctors and local authorities will be liable to a fine if they fail to provide information within the statutory time limit, i.e. no later than 14 days after the first day of absence, if the accident has resulted in the employee being unable to work or absent from work after the day of the accident.
