The European Commission signed on 1 August a new contract with EY Consulting BV/SRL to manage the budget for the work of the Harmonized Standards Consultants,  “HAS Consultants”, and to fill their posts.

Harmonized standards, the references of which are published in the Official Journal of the EU, provide a “presumption of conformity” with the corresponding essential requirements of the European Directives. The consultants are responsible for assessing whether those developed by CEN/CENELEC and ETSI meet the requirements that the European Commission has defined in its standardisation mandates.

The new contract includes a 55% increase in budget and modified provisions for the HAS Consultant:

  • If it issues a negative opinion on a standard before the formal vote, the relevant CEN/CENELEC or ETSI Technical Committee can react at short notice, adapt the standard and request a new assessment, either before or after the formal vote.
  • In future, he will have three options for assessing a standard: it meets the requirements of the standardisation mandate (compliant); it does not meet them (lack of compliance); or it meets them only under certain conditions (conditional compliance).
  • He can spend a little more time on communication with the European standards organisations, up to 25% of his time, and at least 75% of it on the evaluation of standards.
