At a vote on 18 October 2014, the draft ISO 45001 standard did not receive the two-thirds of votes necessary in order to continue the process of its preparation. As a result, it must be revised and put to the vote again.

This vote meant that the members of ISO Committee PC 283 considered that the draft, as presented, was not sufficiently complete. The International Trade Union Confederation (ITUC), which in mid-October had launched an appeal against the draft ISO 45001 standard, expressed its satisfaction with the result of the vote. It considers that the text tends to place the responsibility for accidents occurring in the workplace solely on the workers, while excluding the same workers from health and safety management.

Initially, the ISO 45 001 standard was to be enacted before the end of 2016.
